If by L you mean liters, then you have 1000 cubic centimeters a cm is 0.01 meters = 1e-2 meters and cm^3 is 1e-6 meters^3 so you have 1000 = 1e3 times 1e-6 meters^3 or 1e-3 m^3 per minute a minute is 60 seconds so you have 1e-3 m^3 / 60 seconds simplifying, that is 1.667e-5 m^3/sec or 1/60000 m^3/sec
