ok so in an independent clause, you have a complete thought. In a subordinate clause, you have a subordinate conjunction like when or that or because. So in the underlined portion of the sentence, you do not have a complete thought. take out the rest of the sentence, as you do not need it to answer the question: When the water boils ask yourself "Is this a complete sentence?" not in this case, so it would also be a subordinate clause.
