"A student takes neither Spanish nor art" means the cases where someone does NOT take Spanish AND does NOT take art. It looks like you found the students who are NOT in BOTH Spanish AND art. (It's easy to get the two reversed) So go back to the beginning. Cross out the students in Spanish. Then Cross out the students in art. The ones left are taking neither Spanish nor art.
