Why were President Wilson's Fourteen Points not incorporated in the Treaty of Versailles? The Allied delegates wanted Germany to pay reparations for the war. The Allied delegates wanted a provision to restore democracy in Russia. The Allied delegates felt the Fourteen Points were too easy on Germany. The Allied delegates felt the Fourteen Points would restrict their expansion goals.
