Then that's the first step. The three branches of government are set up so none of them have all the power. Anything Congress does can be checked by the Executive or Judicial. Anything that the executive does can by checked by Judicial and Legislative (Congress) And the Judicial branch is checked by Executive (president) and legislative. Any of this sound familiar?

So draw 3 people talking. Larry Legislator, Ed Executive and Jasmine Judicial. They sorta argue about what powers they have and how they can check the other.
