Which specific areas of CIVICS? While it doesn't bother me much that you're posting a Civics question in the Math section, I'm curious whether you've looked for other OpenStudy subject matter sections for one more suitable to your questions.

A school and a streetlight are local things, so you don't call national officials. A neighborhood is helped by the local police.
