Some bugs can walk on water. A paperclip can float on water in a glass that is so full that the water is just about ready to spill out. Water "beads up" on a newly-waxed car, but not on a dirty car. What liquids don't behave like water does in these examples?

I know that the answer has something to do with level of surface tension a liquid has, but I'm not sure what liquid can't do those things.
