Hope you posted at UCLA photography section. Yes, it's a good time, if it's cloudy and bright. Under the sun, you will see excessive contrast between the illuminated parts and the shadow, unless that's what you want.

the link I posted said best time was first hr after sunrise or last hr before sunset...not quite midday. But then again, I am not an experienced photographer

This is one reason why I detest subjective true/false questions, probably not well thought out, or the context is not laid out. @queenie's link has a point, if we are artistic and want to produce the backlighted portrait with beautiful hair, etc. (so the answer would be false) A portrait could be simply for showing a person, like passport photos, souvenir photos, group photos, etc. The golden hour will not show the real features of the person. (so the answer would be true). The answer is therefore subjective, depending on the context of the question, and the intended use of the portrait. We already have one answer on each side. So @dancergirl45, the correct answer is up to you. If you're studying artistic photography, you'd take queenie's answer. Otherwise, you'd have to decide for yourself.
