Welcome to Open Study :) The Elastic Clause allows the Government of the United States to "make all laws which shall be necessary and proper for carrying into execution the foregoing powers, and all other powers vested by this constitution." This has been used for all types of federal actions including requiring integration in the states. Alexander Hamilton used the clause to defend the constitutionality of the creation of the First Bank of the United States, the first federal bank in the new nation's history. It all expands the authority of Congress. hope this helps
