I am not completely sure, but I am going to guess false. I think it's because the sentence should be "The layoutS on these pages of the newspaper look too crowded to me."

I am assuming the subject would be page and the verb would be layout, and since we are talking about multiple layouts and pages? I am honestly not sure, because then again, maybe the verb is actually crowded, and maybe the subject is actually layout. I would probably say false. Sorry. Maybe someone else could help you with this one.

The hard thing about this question is that they could easily be talking about one layout or multiple layouts, but it all depends on what the question is asking you.
