The x-axis is the horizontal axis ANY line parallel to the horizontal axis will also be horizontal So this line, whatever it is, we know it's a horizontal line.
The equation of any horizontal line is \(\Large y = k\) where k is any fixed number. To force this horizontal line to go through \(\Large (1,4)\), we need to make \(\Large k = 4\). Take note how the y coordinate is 4. So the equation of this parallel line is simply \(\Large y = 4\) and that's all there is to it.
