Heres my problem i dont even know how to tell what the points are on the graph and with out that i cant figure out what (x, y) is.

When I look at these graphs I see a white area and a grey area with a bunch of dots. The grey area is meant to represent the part of the plane that satifies the inequality. So the best way to approach this is to get a piece of paper, make your own graph, and then see which picture resembles your own.... The first step in that process is making a graph of y=4x-2.

Nice. We want to draw the line y=4x-2 on this picture. So we need to find the point on the line where x=0.(Paradoxically, this is called the y-intercept.) So what is y when x=0?

y=4x-2, so when x=0, y = 4*0 -2 =-2. So we know the point (0,-2) is on the line. Put this point on your picture.
