So, I assume "B" is at the intersection of "Unitary" and "Disadvantage"

Let's look again at the sentence "“Decisions take much longer because the people have a say in them." I agree that you should put it in the Disadvantage column ("“Decisions take much longer" is a bad thing).

Does a Unitary government mean "the people 'have a say' in" decision-making? "Have a say in" means that they help make the decisions by voting.
