I don't really like the wording of the statements at all. (technically it should say electrons rearrange themselves). In a chemical reaction you form new substances but the constituents are all from the reactants so atoms don't 'change' into products, they are just 'rearranged', or just put into different configurations. Atoms only change in a nuclear reaction when atoms gain or lose protons and therefore becomes different atoms.
