It had a major impact on these areas. It enforced Islamic law, but also allowed people of other religions to live in their areas for a certain tax which they had to pay to live undisturbed. They also had their own representatives. There was however an influence of Islamic culture on the different nations found under their empire. 

I would say the answer is C after reading about the Islamic Empire
