actually it should be f(4.9) = 4 you round DOWN to the nearest whole number
no matter how close you get to 5 (4.9, 4.99, 4.999, 4.9999, etc) you'll round down to 4
if you look at the graph, you locate x = 4.9 on the x axis draw a vertical line through 4.9 on the x axis then make note where the vertical line crosses the blue graph
