hmm, i want to say B Mainly because in this i believe "light" refers to Vision. and i think personally, that Milton is asking whether or not God requires work form him without him actually having "Light". "My True Account, Lest He Returning Chide." Here Chide means "scold", so he's afraid of the account of all his works and deeds, may not be enough because he has lost all of his "Light." So I'd go with B

while I agree with what you said @YoloShroom I think it is C… Because as you said how "light" refers to vision I 100% agree, but then he goes on and says " lodged with me useless" So I think he feels robbed of his talent due to the loss of his "light" vision. Because he says "useless" indicating that he feels useless, he's been left useless, due to his loss of sight. He even goes so far as to ask why, God why? why have you done this to me "light denied?" why are you denying me my vision? So I would go with C personally.
