My openion if open ended would be Montesquieu ( https://en.wikipedia.org/wiki/Montesquieu#Political_views). If you had to pick someone from your list I would say Locke. Montesquieu's major fault is he beleived in aristocracy.

I would agree with @austinl. My own history book refers to John Locke many times for the American political and governmental system. Locke inspired many events as well.
