Yes and it has to be parallel so it needs to have the same slope, 5.

y=mx+b 3=5(3)+b 3=15+b b=-12 y=5x-12

Point slope form is different from slope intercept form though. It is y-y1=m(x-x1)

Will the slope always be stated in the problem every time,even if the line isn't parallel to the other one?
