How do I cite a quote without a source in MLA format?

My quotes are, "Fear of serious injury alone cannot justify oppression of free speech and assembly. Men feared witches and burnt women. It is the function of speech to free men from the bondage of irrational fears,” by U.S. Supreme Court Justice Louis D. Brandeis and “Banning books is just another form of bullying. It's all about fear and an assumption of power. The key is to address the fear and deny the power," by James Howe, but I cannot find when or where they said these things.
