The vertex of the parabola is at (-2,-3). When the x value is -1, the y value is -5. What is the coefficient of the squared expression in the parabolas equation?

vertex form is \[y=a(x-h)^2+k\] so you have \[y=a(x+2)^2-3\] what you are asked for is \(a\)
since if \(x=-1\) gives \(y=-5\) solve \[-5=a(-1+2)^2-3\] for \(a\)
