The question is looking for you to identify at what pressure does the line of the phase diagram not directly link the solid phase to the vapor phase. Basically at what pressure could the solid not directly change to a vapor?

At any specific temp?

I would ignore temperature when viewing this problem. Analyzing it won't help you too much. Besides that though when viewing the diagram sublimation can only occur from what looks like -130 C to -100C dependent on what the pressure is.
