The value of εr for various dielectrics is always greater than unity why?

I am assuming that the value of 1 is for a vacuum thus any other material will provide additional atoms to stress.

Interesting question, and I'm going to take a very wild guess at it. Risking Special Relativity, it seems that the speed of light in a vacuum is the highest attainable speed. Refractive index is the speed of light in vacuum divided by that in the medium. Light must travel more slowly in the medium, 'cos it can't travel any faster. So, the ratio is more than one, always. I wonder if this post is remotely accurate or correct. Luckily I can't get paper balls and eggs thrown at me, so no egg on my face. Good Health to the questioner.
