Good question. You asked why? And the answer to that is sea surface temperature. It must be 85 F before tropical cyclones can begin to form. And the reason for that being evaporation which is greatly enhanced when the temperature of the ocean is increased. And evaporation provides the energy needed to develop the storm. As the air rises in the vortex it will condense and give off a great deal of heat which is the fuel for the storm. And there you have it. Hope this helps explain a little better for you.
