`horizontal line through the origin` means the boundary line is y = 0 the line is solid so we have "or equal to" as part of the inequality sign and there is `shading below the line`, so we use a less than symbol < as well. Put together, the inequality sign is \(\Large \le\)
so all that means the inequality is \(\Large y \le 0\) (change the y = 0 to the inequality form based on what is discussed above)
