I think that it would be the substitution property because you know that line segment AB is congruent to line segment BC (step 2). Step 3 says that line segment AB is congruent to line segment EF. If we know that AB and BC are congruent, then we can sub in step 2 to step 3 by replacing the AB with the BC to get line segment BC is congruent to line segment EF.
