I think it's a metaphor, "see the depressing clouds of inferiority" and the metaphors reflect the protagonist's negative thoughts and her sense of "inferiority" and thus, the pessimism that is associated with that. The tone is one that is heavily pessimistic and negative, as depicted from "tears welling up" and "depressing clouds of inferiority" and this complements the solemn mood.
