yes if i understand your question correctly the hydrogen atom is on the left of the periodic table in the column which it contain +1. so technically yea.

No, the charge of H2 is not +1. All elements in their naturally occurring state (for hydrogen it naturally occurs diatomically as H2) will have an oxidization state of 0.
