@AloneS do u think this could be anything kay 1. You could contact The U.S. Army or Navy. We normaly jump into most conflicts anyway. 2.It depends on the time. You might need to use morse code, or you can find an army base station for help. 3. You could respond by sending helicopters to the scene. You could send battleships but that'll take too long.

Is there any information regarding the time period or what nation you represent? It is very hard to write when you do not know at what time period you are currently in. If this situation is taking place in modern times, then the first step would be to alert the American government considering most diplomatic affairs are handled by the US...

The first international organization you should contact is the United Nations. The United Nations is one of the largest organizations of countries in this world and one of their purposes is to, "maintain worldwide peace and security." They are also responsible with developing relationships between nations. Once the United Nations hears that Cuba has attacked Mexico, they will do everything in their power to attempt to fix the issues between the two countries. If no compromise is made then the United Nations WILL force embargos on Cuba (Even though the United States already has an embargo with Cuba, just putting that out there in case you are asked about it in class). The United Nations has done this multiple times in the past already such as very recently in 1990 when Iraq attacked Kuwait, leading to them gaining an embargo in an attempt to prevent armed conflict. The second organization you can contact would be the American diplomatic centers in Cuba. While not an actual international organization, it is a medium for international communication for Cuba and should be included. Due to the Spanish-American war, America gained some control on Cuba and made it into a US Protectorate which means that they may enact their own laws however if they are attacked America can assume complete control of the situation. If Cuba enacted an attack upon Mexico it would almost be like saying America went to war with Cuba once again, which I am VERY confident that the American people do NOT want. I do not really understand the second question since I basically described what I would do in my first two paragraphs, so I am going to assume that they want a response to what military action you would take regarding this conflict. Unfortunately, I have no military knowledge whatsoever, so I doubt my advice would be any better than yours. The most I could think of is reinforce Eastern Mexico. (This scenario is very unlikely to happen and does not really make much sense which makes it annoying to answer).

Question 1 refer to the last paragraph of my first post Question 2 I actually had no clue what the 'foreign policy spectrum' was so I just googled it. I believe that the actions I cited should take place somewhere at 'Internationalism.' It cannot fall under Isolationism since I am contacting organizations for help. It cannot be Imperialism because I am not attempting to take control of any other territories for my own benefit. So it is really just a toss-up between 'Collective Security' and 'Internationalism.' I do not understand the definitions between collective security and internationalism since I pretty much googled the definitions of both but here's what I believe: Collective Security is the creation of ALLIANCES. The United Nations is an organization and I am unsure whether or not Mexico can really consider America as an ally. Internationalism is the view that nations should use and cooperate in international organizations such as the United Nations in order to solve disputes. It is possible that you can say the both Collective Security and Internationalism take some part in both parts of this plan. However, if you are only allowed to choose one then I would definitely decide on Internationalism and neglect to make the counter-argument that America could be considered an alliance. Question 3 of that has already been answered by me as I cited the event of 1990 where the United Nations placed sanctions on Iraq as a result of attacking Kuwait. You can easily pull up more events where the United Nations placed sanctions. It actually happens more frequently than you would really expect.
