so for the first one, i believe it should be something along the lines of "the most important subject should be the drought affecting residents and what we can do to help them, as well as how it affects the community and who could be the best possible candidate to handle this situation" or something like that

the second third and fourth all seem opinion based, so they would basically be which candidates plan sounded the best to you, then which candidate you thought was the weakest among them all, and which one had your vote and why you would vote for them.
