Should they be held LEGALLY responsible: like Atsie said, it depends on the situation. If the bullying leads to murder, yes. If the bullying takes a kid to suicide, no. They should be punished for bullying, but it is more a team effort of problems than one specific person. The 13-year-old who killed himself for example. He was bullied, and now the school is being blamed. What about the bullies? What about the bullies' parents? What about the "victim's" parents? What about the "victim" himself? See what I mean? This is a trick question. If a 'bully' does something illegal then yes they should be held legally responsible for their actions, just like anyone else. Otherwise, no. Just being a bully isn't illegal.
