It says in the book C= pied or C=2pieR. I'm just confused because it says feet and inches.

I think the question is saying that the radius is 3 feet and 3 inches to calculate the circumference, convert it all to inches or you can make it feet, and 3 inches is 1/4th of a foot because 12 inches makes it a feet

That's in inches to bring that in to feet, divide by 12
