Hey Guys! So I have this "math test" (it's just to see what I am able to figure out and it doesn't count for anything) I have to take and Idk where to even start with this question... Help? No idea what criteria of math this is either...

Sure, so first multiply the inflation rate 1.5 in the year 1996 by 3 since it would be tripled, right?

Then go to the house price index in the year 1996 outside the capital since that's what the question is asking.

So the multiplied inflation rate 1.5 times 3 is 4.5

Add that to 85 (outside the capital). What do you get?
