How did they find the inflation rate and house price index? That would help..
Try multiplying the inflation rate by 3, and add that to the outside capital

I got 89.5 since 1.5 multiplied by 3 is 4.5. And 85 outside the capital plus 4.5 is 89.5
See idk how to get any of those number... Could you go step by step?

Then go to the house price index in the year 1996 outside the capital since that's what the question is asking.
So the multiplied inflation rate 1.5 times 3 is 4.5
Add that to 85 (outside the capital). What do you get?
