In Roman thinking, making the gods happy was the ultimate goal. This was not unusual in ancient societies. The Romans were successful when they made Jupiter happy. When things go wrong, it's because you've upset Jupiter. So along comes these atheists who don't believe Jupiter & company should be reverenced. There were plenty of Roman subjects who had other gods. That's not the problem. But when you have a growing group of people that encourage people to not perform the rites to Jupiter, that is a national security threat.
