Lewis dot structure shows you the valence electrons the dots are the valence electron number, having 3 dots means having 3 valence electrons, Ne has full valence shell, 8, so that's not it, Li has an electron configuration of 1s2,2s1, that's not the answer as well.

N has an electron configuration of 1s2, 2s2 2p3. 3 valence electrons, 3 dots. Boron has 1 valence electron, so nope.
