i think maybe it was a bit of a,b and c ? rulers needed the information because for example the romans built a lot of roads so they needed to know the land, hills etc ? and then b because there was a lot more migrants to other countries and then c because the ame with roads and i mean maybe they needed to know how far things were away from each other? like for marches and travelling etc
