What is the difference between growth and development?

Growth means getting bigger
Development mean becoming more mature

A slum grows when more people come to live there. It's still a slum.
It could develop into a worse slum, I suppose.
Development indicates a change in the characteristics. For example, access to clean water may help a slum develop into a better place to live.
