Well that's the thing I don't think this is accurate because if the numaretor is 9, 13, 12, or 16 ; none of the answers will be correct.

To have a terminating decimal we need to know what's the numerator.
For example if it's 1 then 1/9 will be a terminating decimal.
I could be wrong about this.
