Congress met for a long while before the Declaration was written up. They were acting like an independent country. After several months the decided to write in out and make it official. They got a committee together and gave the main writing job to the youngest who wasn't doing much else to do most of writing of the DoI.
So, what do you think. Was meeting the last step?
