Because greater than or EQUAL, equal means you shade it in, and greater means you shade the numbers to the right, then less than or equal to 3, you shade in 3 and everything to the left because it's less than.

So in the end it ends up looking like shaded in circles on -4 and 3, and everything between as well because it has to be more than -4 and less than 3 but can also be equal to those as well, did that help any or did I confuse you more?
