I need help creating a linear equation.

The first point is (1995, 24,269). The second point is (1996, 28,148). So, I wrote that the equation is 3,870/5x+24,269=y. (24,269 is the y-intercept.)

However, when I do to apply this, it doesn't work. The next part of the question asks me to determine what it would be in 1996.
