Can someone please tell me the definition of "Division Of Powers"?

Damn a month and no answer? Division of powers or I guess Separation of power starts with the founding fathers who believed that concentration of power was a bad thing for american democracy so in order to prevent this created this concept of separation of powers so that no one institution could rule over the other. You have your Checks and Balances which go with a 'horizontal division of power" and then you have the "vertical division of power" within your state and local governments.
