It depends on how you "ride up into the mountains". If it is in some heated vehicle so the chips remain at a more-or-less constant temperature, the bag will get larger as the atmospheric pressure decreases due to the increasing altitude. If you ride up in a ski lift, so the chips get colder than when they started out, it's hard to say whether the temperature causing a decrease will offset the atmospheric pressure causing an increase or not -- it depends on the details of the before-and-after pressure and the before-and-after temperature.
