What were the reasons for denying blacks the chance to be able to be in combat in the Civil War?

This should help you: http://www.civilwaracademy.com/civil-war-black-soldiers.html One thing that I did not see mentioned (I only scanned the article so maybe it is there) was that there was a stereotype that black men were cowards. Many believed it would be a waste of resources to support the black soldiers that they believed would run or surrender in adversity. If you still need help, let me know. :D
