If so then "is stop!" is a sentence fragment Reason for that is because , A sentence Fragment means - A sentence that has minor mistakes for example ("stop the car" or "Your cat" .. Also meaning its not a complete sentence, fragment sentences have minor mistakes

okay either way it is , the way I explained @hnamowicz "stop" is still a fragment , there isn't no sentence , its just one word Therefore , if it was written say like this .. "i told you to stop!" then that would be more of a sentence. cause "I" is telling "you" to stop But without any of that , it just wouldn't make sense , if I make that clear
