The behaviour of the circuit - whether it oscillates/rings as it decays, or just goes down exponentially is decided by the DAMPING, and that's the resistor. I think it's a second order linear differential equation which is set equal to zero, because there's no voltage source. I think that the solutions to the equation depend on the circuit values.
