Under Mercantilism, many of the colonies were a business venture. The King granted a charter (monopoly) to the business to run the colony. I'd tend to disagree with your choice. A colony's economy was initially subject to the directions of the merchants who had invested in it. Of the choices, I'd probably choose A. The colony system put English people in North America. So it created a situation for 2 or more cultures to share space and culture.
