if earlier it was x^2, now it is 2(x+2)^2 + 1 , it means first step(x+2 instead of x) was that it has moved towards the positive x axis(Which is on the right). Then it got stretched by a factor of 2(2(x+2)^2) and one step up because of +1. So answer is Stretched by factor of 2, 2 units to the right , one step up. Understood ?

That second one is in the vertex form, the vertex point is (h,k) y = a*(x-h)^2 + k

See the minus sign in (x-h), the sideways move is -2, y=2*(x- (-2))^2 + 1 so it shifts 2 units left and 1 unit up

The 2 factor will make the parabola skinnier... think about it, for a given X value, the Y value will be larger for numbers >1
