I think it's C because 14-5 / -2 - 1 so 9/-3 = -3 but i'm not sure where to go after that.

where x is -2, y is 14. where x is 1 is 5. therefore since 0 is between 1 and -2, the y value must be between 5 and 14, which means 8 is the correct answer
