a lack of individual civil liberties in a democracy like in the us, the military is typically controlled by the executive branch several political parties exist in a democracy - that's what makes it a democracy. people vote which political party they want in power. (i.e. democrats vs. republicans) think of the first amendment in the constitution - freedom of speech, press, and assembly. democracies allow to to say what you want (peacefully) without punishment. democracies are built upon granting civil liberties to citizens, so obviously a lack of civil liberties is not part of a democracy. however, it is a characteristic of fascism.
